Default Failed Emissions in Texas

Ok i just passed emissions in New Jersey a few months ago how can I possibly fail emissions in Texas?

My low speed HC(ppm) was 593 where I needed 220 to pass
My high speed HC(ppm) was 220 where I needed 220 to pass

Car is completely stock with the exception of a K&N.

I was running 93 octane in 1993 Civic Si.

What can I do to pass I have 15 days and really dont want to spend a dime on the car.

Any help is appreciated.

Tune Up

Plugs, Wires, Cap, Rotor.....Buy some Seafoam and run it thur your PCV

Replace plugs (OEM NGK only) ($15), clean the air filter (5 mins) and run a can of BG 44K ($20) through it and hope it cleans up the injectors and cat enough to pass. You should be fine.
