99-00 retrofit onto a 98 civic hatchback????
my friend wants to do a 99-00 front end on his civic, does he just need the bumper?? or will he need the bumper, headlight, hood and fenders???

bumper, fender, headlights, hood, and if core support unless you feel like drilling holes or just leaving 2 screws out 
it works without the core support... mine did... i was just missing two holes for two screws for the bumper
