yes.. i always take the shims off because they usually just fall out and get cock-eyed in the caliper. just spray some disc brake quiet on the back of the pad before you set it in the bracket. any auto parts store will have it and they silence the pads better than shims.
ya it works fine without it, they fall out anyway. stupid thing was rubbing against the inside and making a terrable screeching sound so i yanked it out and it works just fine.
