Theres really nothing you can do, you can cut out the plastic fender liner, but that still wont completely resolve the problem. The only way you can resolve the problem is to get rid of the 18's, crome 18's are not for civics.

18's are too big for a civic. They are hard on the motor trying to turn such a big tire and they rub a lot, even if the car isnt lowered. 17's are plenty. Just my .02
