also, larger rims give you a higher max. speed and give you better gas milage (I dunno if the gas milage is true, but I heard that)
as for 17's slowing you down, look at it this way: It takes longer for them to turn since there's an extra inch all the way around (from 15's, at least). With that inch comes weight from not only the wheel material, but also more distance for the tire to have to make a rotiation (ie, revolution mass). It's like watching a record spin - the closer to the center, the faster the rotation.

the reason why you will be slower is because metal is heavier then rubber. The more metal that replaces rubber makes it heavier.
