You have 2 set ups, and both are very different.
One set up a D16z6 with a short ram intake and header (not headers, you dot not have two heads you have one, thus ONE header), exhuast, short shifter, intake maifold. This is a pretty good NA set up, that intake manifold will be the big power adder. With all this done you could put down about 150ish to the wheels. I had a friend with a Del sol with pretty much all the above run 152hp and I dont remember the torque. With those numbers, assuming you can drive worth a shit, you could post a mid 14 pass pretty easily.

Next set up, D16z6, short shifter, exhaust, intake manifold, t3/t4 turbo. youll notice the short ram and header arnt included, why is that? because the manifold for the turbo will replace the need for a header, and upper charge pipes replace the stock intake. You could make a intake for the turbo though i guess. Now the t3/t4 will be a horribly ineffecient turbo on a stock d16 as spool time will absolutly suck ass, your best bet, would be a t3 45trim or if you wanted big, a t3 super 60. There is ALOT involved with a turbo set up though, so dont think you can just slap it on and mash the gas. With this set up, properly tuned you could easily max out the stock internals at 230hp, if you invested in some guts, you could see 300hp if tuned well. Those numers would put you pretty comfortably in the 13s and high 12s if you can drive, and your gonna need slicks to get any kind of traction.

Yea dont worry about the header, your not gonna gain much from it, and the money is better spent on parts for your turbo set up.
Honestly though, i think your first order of buisness is going to do alot of reading. Homemadeturbo.com has a great FAQ section, and some nice intro to turbo write ups. You REALLY need to know about turbo set ups before you install one, because just haveing the turbo is one thing, you have to understand what ITS doing so you can understand what the CAR is doing and make sure there both doing there indiviudual jobs both properly and efficiently. So yea, get to reading, thats step one to "ricer to racer 101"
