Default 1998 Civic Keyless Entry Problems

I have a 1998 Honda Civic and both of my keyless entry remotes stopped working. Note: There is no car alarm. I changed the batteries and checked the fuse and they still did not work. I tried the programming instructions I found on this site and the programming did not work. When I get to the last step, the locks do not cycle. Do the remotes need to be replaced? Or is there a problem with the transmitter in the car? Please Help!! Thanks

Do you still have the stock radio in the car ?
