$500 or less, you can get a Nitrous kit. do a 35 shot ZEX, and there you go. Cheap. Easy. Fun.

10-30 at the crank? or wheels? 10-30 at the crank shouldn't be too hard, but it depends on how much $ u consider cheap

Nitrous seems to be the answer, but it looks like a helluva bitch to install... I want to get a nitrous kit myself, but I don't want to be caught by a cop with that under my hood.

the zex kit is easy to install. I did mine, hardest part for me was just running the nitrous line from the trunk to the engine bay. and that was just because i have very minimal ground clearance

to get power? if it is in stock form you could try taking off the top portion of your airbox. you would get a "cooler" sound but your gas milage would suffer. so that would cost money. you could also try taking off your ac belt and or power steering belt. that would free up the crank for a little more power. i really dont know how much power this would free up but you would feel a slight diffrence.
to make your car a little bit faster you could do lighter rims, smaller tires/rims (for gear ratio change), and lightening up your car by taking out your spare tire, sound dedening material, dont fill up your gas tank so full, take out some interior and stuff like that. with all of this we are talking about miminal changes in acceleration. but you ask for 10-30 more. horespower isnt everything. "they" say every 100 pounds is a tenth quicker in the 1/4 mile. dont know if that is true...

my friend put a cold air intake in his car and he got it for around 30 bucks. It gave him around 5-10 hp. He installed it into a 74 bmw though so i dont know if the effect and price would be the same for a 96 civic.
