Default Tachometer slow?

Hi all, I'm new here but certainly not new to hondas.
Anyway, i'v got a canadian 92 cx that I have swapped the factory motor for a d16z6 out of a 92 USDM SI. Before i did the engine swap i had installed a gauge cluster from an auto with a tach. Never any problems with the cluster before and after the engine swap. Then i installed an MSD, and my distributer bearing died. I got a new dizzy and it was messed up, i couldn't get it to advance the timing to factory spec. Got a used oem Dizzy and it fixed the timing issue. Anway, it was now i realized the tach was slow, but only by a few hundred rpm. Next i installed a JRSC kit and wired in a SMC+, which is a pulsewidth modifier. To install this i had to tap the rpm wire at the ECU. Now, sorry about the long history just wanted to make sure all my steps were covered, the tach is way off. When in gear or neutral, i can rev the car to redline and bounce off the rev limiter while the tach will read 5500 max! Anybody know a good way to test the cluster or tachometer? Did i mess something up with the distributers or when i wired in the SMC? Any clues on how to diagose or what to check would be great.
