shoot no picutres just yet, ill try and get some

ill try and describe it the best that i can ....
its looks like bubbles. my paint is still over it which means you cant see any brown parts and the metal bare. but its rusting for sure because you can see the bubbling and feel the bumps

any idea??

and whats the price id be lookin at if i need it to be welded and so on

If it was me I would call some body shops and find the lowest quote, then go back to the other shops and give them all the prices you've collected and ask what they can do to change the price.

Don't even fool with calling body shops. They will just tell you to come by. Sooo, just stop by a few. You may just have crappy paint that is coming off. Get several estimates and look at other work they've done. Decide if it's really worth it to you.

crappy paint doesn't turn into hard lil bubbles. it's deffinately rust. and if it is under the paint, it came through fromt the inside, which is bad. the metal needs to be chopped out, and have new pieces welded in. you're looking @ a few hundred juss in labor... depending on how large the areas are.

what prolly caused it was the rubber thing that wraps around the inner edge of the wheel opening. it is designed to keep water from getting in between the two panels. the problem is... once water does get in there, you run into huge rust @ some point. personally, i wouldn't even have those put back on, unless they are sealed very well w/ silicone of some kind...

I took the lining off my rear tires that r\wraps around the lip of the rear fender well. I was suprised how much dirt and shit was trapped in it.

exactly my point. basically, capillary action causes the water to be sucked up between the inner fender and outer 1/4 panel. mine was the same way, all kinds of crap was trapped up there. when my paint is done, those will NOT be going back on my car...
