how much work would it be to install a rack and pinion myself? or would that be out of the picture?

Well, if you have access to a lift you can do it, it wasn't all that much work as far as i remember, but i believe they had to loosen the exaust and remove front sway bar on my civic to get it out.

also, you will need wheel alignment.

Sounds like the rack and pinion. If it's the tie rod wouldn't it only be one side thats busted? Well, I've never seen a brokeon one, only bent, and it was bent on the leftish side and it could only turn right.
