Default Load Controller

I brought my 01 Civic to the Honduah Stearship earlier today with a problem with vibration (turned out to be a broken engine mount) and irregular rpms.

when i would start the car and the engine was cold, i would rev anywhere as high as 1300 rpm for up to 5 minutes. after it cooled, it would go as low as 600 and sound like it was gonna stall. the guy at honda said i need my load controller replaced, however when i asked him what it does, he couldnt give me a square answer. has anyone heard of this part? i just wanna make sure im not gettin sold a muffler bearing or anything like that

Sounds like a service advisor trying to explain an Idle Air Control Valve (Electronic Air Control Valve.) It electronically adjusts the idle to compensate for extra load, and yes, they do go bad on rare occasion.
