Its the ecu. JDM ECUs have a governor at 190kmh, or about 118mph.

but there is a governor for JDM ecu's? I thought it was only for USDM

Could get a fields vtec controller, it disables the gov. i think some others do too.

JDM cars have a limiter fitted as standard but that is a restriction to 112MPH... most import tuners or dealers should be able to remove the restriction...
