Default Gauge question

There is a 94 Civic DX down the street for sale for only $1200. This thing has a body kit, 17"s, cat back exhaust, DC header, CAI, 1.8 acura swap... But there is a couple problems with it. First the gauges and other electronics dont work possibly from the motor swap? Also the engine idles unstable since he claims the previous owner retarded the timing 1 degree. Does anyone have an idea on how to fix the gauge problem (ECU?) and what do you think this car is worth. Let me know so I can decide to buy the car.

Nope. I got to test drive it and its real nice except for no gauges or lights and the idle thing.

its worth blue book basicly, the guy cant expect much from mods, exspecialy when the problem is as yet, undiagnosed. If he lets you, take it to a shop and get the problem figured out.
