What offset is better, 40 or 45?

Depends on the wheel width.

For 16x7" I would say 42-44mm offset is better than 40mm (more chance of rubbing).

For 15x7" I would say the same.

If you're running a 15x6.5 (which a lot of rims are) then a 45mm offset would be ok, and you should clear the inner fender.
