Default Coolant pressure in a 98 Civic HX

I just had my oil changed and the guy told me that the stock radiator caps are supposed to hold around 16 PSI. I had him show me how he came to the colclusion that my cap needed to be replaced and he showed me his pressure gauge and my old cap was hlding around 30 PSI. I can't find any documentation. can someone point me towards something in writing?

Search for radiator caps!

You cap should hold about 13PSI a high performance cap will be about 18.5PSI. The higher the pressure the higher the boiling point of the fluid.

You cap must be nasty to hold that kind of pressure...
