Default Catalyst System Threshold Inefficiency question

My car had a trouble code for this... would this cause the car to run rich or lean by any chance? or affect the A/F at any rpms?

what actually can triggers that code? could it also be from a bad O2 sensor?

it was a Random cat... it's been on for like 5,000 miles but my car was missfiring for like a whole 1- 1/2 months due to the ECU's ignition circuit going out.... could that be enough to damage the cat?
