Default Camera Mount

I'm considering building my friend a camera mount for his '00 Civic Si for his birthday and after looking @ the car the design I was considering (using the child seat anchors in the rear) would require me to get a welder. Not something that I have easy access to. Is there any pre-fabbed or home fab mount that is relatively easy to design? I don't want to use the driver/passanger headrest style of mount if at all possible. So don't recommend that one, I already know it.

It's main use will be HPDE's and not autocrosses so it needs to be pretty robust in it's design and be able to get approval. I'm still trying to figure out a way to use the rear child seat restraints w/o a welder but can't figure anything out. I'll probably have to play with some wood mockups if I go that route but that'll take a lot more time than I was thinking about using. So is there any other types of good camera mounts out there?

The suction cup mount I don't believe is legal for NASA HPDE's and as I said earlier I really don't want to use the headrest style mount as again for legality during HPDE and safety issues. I'd like to try to make something that's more stable and pass tech anywhere.

The only legal design then is having it mounted to a roll bar or roll cage. Nothing else is legal. The suction cup mount is legal as long as the camera is attached to a tether strap.
