Default headlight issues

I've finally gotten off my lazy butt and adjusted the headlights on my 96 civic ex. My car has been lowered and the headlights point to nowhere. But the problem is that I can't seem to be able to make the light point higher, i am only able to make it point left or right. Anyone with info that can help me, is appreciated.

There are two diff adjustment screws. Did you identify both of them?

i am only able to locate the adjustment screws that have two gears meshed with each other (i think that adjusts the lights left and right).

Well, there are two places to make adjustments. One left/right and one up/down. For the up/down, stand above the headlight housing and look straight down, you should see it.
