it could also be a loose steering rack. There is a 14mm nut on the bottom of the rack. It puts tension on the driver's side end of the main shaft in the rack.
Jack it up, have someone crank the steering wheel until it locks, and then hold it tightly against the lock. With it held firmly, go to both sides and try shaking the wheels side to side and top to bottom. If you have any side to side wiggle, it is steering related. Any top to bottom is ball joint related. Having the steering wheel locked and firm up against the lock is crucial. It took having two people helping for me to finally figure out the steering rack issue on my hatch.

Are all your tires the same make/model/size? I've experienced a similar problem in someone else's car that had mis-matched tires. If not, then it sounds to me like something is loose in your suspension or steering as Bakeoff suggested. Toe problems can cause what you described, and a loose steering rack or bad tie rod would cause that. It won't be drivetrain or engine related since it doens't vary by engine RPMs.

Could be a not so straight axle between the CV joints. That would be hard to think of but I had a buddy who had that problem. Also could be a bent (out of true wheel), I had a car that had bent wheels (like from sliding sidways into a ditch or curb) and it vibrated.
