Default Electrical Systems Question

I'm new to this forum, so please bear with me. My daughter has a '89 Civic that is in pretty good shape, engine recently rebuilt, and usually doesn't give us any problems. A day or so ago, the brake lights came on and won't go off, even with the ignition switch off/key removed. She has to pull the battery cable to keep the battery from draining down. My first thought was that the brake light switch at the top of the brake pedal had gone bad/shorted, but figured that should go out when the key is removed/ignition off. Any ideas on what I should check first? Her money's tight, trying to avoid a big mechanix bill if it's something I can handle myself. Thanks for any help you could give.
