I found a turbo manifold that claims to fit all Honda D series engines. Is this true? Also, what parts are compatible between a d16 and a d17?

The exhaust manifold bolt pattern should be the same, but everything else is different. I mean everything, the engines even spin in opposite directions.

so an intake manifold or oil pan wouldn't match up?

That I can't tell you. Why you would want to swap the oil pan I have no idea.
