Default Help 95 dx wont start, cranks but doesnt turn over

I have a 95 dx and swapped an obd2 B16A2 out of a 99 civic si into it. We got it in, everything is going well and then one day it all the sudden cuts it wont start for me. I drove the car for about 2 months before this happened. The timing is a little off but was still fine and I noticed towards the end of its running time, it became harder to start and i also lost my heating. I replaced the fuel pump, injectors, main relay and fuel filter. I'm still running the stock computer with no vtec but i dont think that should matter. I also replaced the cap, distributor and rotor. What i've noticed is, when you put the car in the on position, the battery and oil light should come on, along with you check engine and you should be able to turn the fan on. But I get nothing. The fuel pump doesnt turn on either. The funny thing is if you turn the key half way over without putting the clutch in, I get all of that stuff. I have no idea whats wrong, maybe its the fuses because I think they may be out of order but I dont have a diagram to check. When I turn the key over I cranks but doesnt turn over, I checked the timing and the plug wires and im not sure, what I dont get is why I dont get anything in the on position. HELP!!!!

So no lights come on at all when you turn your key to the on position?

Maybe you need a new battery.
