ok first... you need to include more with your question... what have you tried? what year civic? what model? does anything else not work? Do normal blinkers work?

I'm shooting in the dark here, but there is a 10A fuse for the hazard lights in the under hood fuse box, I'd start there.

there should be fuses for these. But im not entirely sure since your blinkers work. Check the panel that covers the fuses, it should say there on the label.

take the dash apart (or where ever your hazard light is, im not sure off hand) and check to make sure the harness is tight. I've had a problem with that coming undone. The fuse for the blinkers and emergency light is the same fuse, so its not the fuse.

I'm afraid you are incorrect.
There has to be a seperate fuse (I'm 100% positive there is for a '98 DX coupe).
Why is this?... because blinkers have power only in Run, hazards have power at all times. So it has to be seperate fuse. Also the Honda service manual I'm looking at says there is a seperate fuse.
