Default Body repair advice

I've got a minor issue. I have a 2001 civic coupe which I've managed to dent the side-under molding on a sidewalk. Will I have to replace the entire rear quarter panel, as that's what it looks like right now as it's all one piece as far as meets my eye....

If it can't be popped out with a plunger, a new quarter panel needs to be welded on by a body shop, blended with bondo, and painted.
