Default Electrical problem (defroster fuse)

I am in deep need of help. I have a 96 civic completely stock base model. My 7.5 amp rear defroster fuse keeps blowing even though I don't turn it on. I disconnected the 2 connectors on the rear window--and it still blows. I changed out the 30amp link under the hood even though the old one looked good--same thing.

The speedo stopped working at exactly the same time.

Can anybody point me in the next direction to look--I am at a loss here. The car can't be driven or the battery draws down--which I assume means a dreaded short somplace?

Thanks for any help or tips
