"best" and "lowest" are two completely different things. The "best" are engineered to improve handling, which usually involves a 1 1/2 to 2 inch drop. The "lowest" are simply made to drop the car, generally with no intent to improve handling. If you want low, just look around for the lowest overall drop.

you don't want coilovers? with coils you could drop up to 4 inches...i had my EK dropped 3 inches, it looked good but handled like crap. if you insist to stick with springs, i believe that neuspeed had a drop of 2 inches, my buddy had that on his eg hatch and it was LOW. i think thats the max you could get outta springs alone.

the lowest "springs" you will find are either the neuspeed race or H&R race springs...i have em now and it's like a 2.5 front n 2.25 rear. i like but they are not even plus i like it a lil lower! so i just bought some skunk2 coilovers

Do they still have "Sprint" springs around. I remember those would lower civics about 3" or 3.25".
But if they're not available, I think the next lowest would be H&R springs.
