have you done a tune up lately? maybe change plugs and wires, check air filter. if you already changed the plugs, pull them and check the gap. make sure it is correct. if your car has a distributer, you may replace the cap and rotor. not sure if this helps, but i tried.

hows your air filter? dont know if this would have anything to do with it, but maybe a fuel filter issue?

10 things that may help
1. the cold kills gas mileage (engine takes longer to warm up)
2. running more accessories ( defrosters and AC condenser) kills mileage
3. using a different octane will effect mileage
4. not changing oil can effect it too
5. dont use multiprong spark plugs (not made for civics at all)
6.check O2 sensor if engine thinks not enough air is coming in it will use more fuel
7. dont rev engine beyond 4k RPMs ( it might be fun but kills mileage)
8. the heavier the load you carry means less MPH
9. check you drive belt and gears if they get off centered it may mess with engine too much
10.you get better milage driving on the highway than in city ( i think we all know this)
