I used to rub in the rear wheel wells, when my car was lowered with anyone in the car. After i got my fenders rolled The problem went away.
This was on 17x7 with 205/40/17 tires 40mm offset

as soon u lower the car also *didnt quite read all of the post sorry....* ur camber will be off no matter what...and having 17s wont help either u will need a camber kit and an alignment afterwards...

Spacers will make things worse. What you need to do is get different rims with a better offset and preferably 7" wide instead of 7.5".

The right size for most Civics (2000 and earlier) are:

185/65x14"
195/55x15"
205/45x16"
205/40x17" (and actually it should be 215/35x17" but there is no such size)

Whoever told you doesn't know anything about cars.

For your car you would use (if you want to keep your speedo and odometer accurate):
185/65x15"
195/55x16"
205/45x17"
