My guess is you just need to break it loose. Like maybe you got some paint in it and it is stuck.
I was gonna say VSS when I first say the thread, but I think we can count that one out.
Hopefully it isn't broken...

the only part i painted was the white needle. i didnt paint the black thing that holds it in place. i did have to move it up slightly in order to paint on the under side of it, would that have screwed it up? its not like i hit it and it went to 80 mph or anything

yep the paint stuck it to the pin. Doesn't take much the gauge is really really weak.
I painted my old cluster's needles a long time back. even after I let the needles dry for two days the needle still stuck to the pin.
I put a tiny dab of super glue on the spot where it rests. (with it held off the pin obviously) since super glue drys fast, it created a hard layer to keep the needle from sticking again.

Sounds to me like you broke it.

I wouldnt be surprised if the needle is off a little, because of the weight of the paint.
Shouldve used a sharpie.

the needles need to be balanced again after painting. if you don't the speedo will read slow till it hits straight up, then it will read high as it drops down.
