If your putting 5 people in the back seat of a Civic, I think you should consider a bigger car (ha ha, just kidding). Shoving a bunch of people in the car might tell you something but having someone walk beside your car as you drive over some bumps (at a reasonable and safe speed obviously) will tell you more. You can also put the rear of the car on jackstands and put a jack under the rear LCA to compress the suspension and turn the wheel by hand to see any rubbing.

Are you getting the noise all the time or just when you hit some sort of bump or flex the suspension in some way. Pull a wheel off and see if you can tell where the rubbing is taking place on the tire (is it getting torn up at all).

Yeah so roll the fenders, buy different offset rims, the correct sized tire, or add more negative camber in the rear.

if you're talking about the front fenders... the wheel is only rubbing the rear ones.. not the front fenders (how are these called?? rear fenders??) I don't know why it's only happening in the rear.... and to add more negative camber in the rear?? what do I do????

I see the picture and I know it's your rear fenders.

The cheapest way would be to roll the fenders.
Next cheapest would be to install rear camber adjusters to make the tires tuck under the fender more.
Next would be to buy skinnier tires
Last would be to buy different offset wheels.

Roll the fenders! If you feel inside the rear fender, where the tire and metal are touching, you'll feel a lip sticking straight out towards the tires. The easiest solution for you would be to bend that lip up so it no longer makes contact. I've read about using a baseball bat on the tire to do it but I could never figure that one out. I just pull the wheel, grabbed the lip with a pair of small vice grips and bent that SOB up. Be careful you don't distort the metal or damage anything but it will move.

A camber kit can be adjusted to pull the top of the tire in to avoid the lip but all that rear camber is going to burn through a tire in a couple of months. I would definately recommend going with a 205 tire when those need replaced and you might avoid the problem but for now, bending that lip up is the cheapest (free) option that will probably work for you.
