VTEC is a technology not a thing that can be added on. (well it can be added, but it's not easy at all)
VTEC explained, please take a little time and read though the info on this site. It covers a lot. Be sure to use the links on the left menu also.

you can put a B16a in your car.... I'd recommend the B16A3 out of the 99-00 SI it will mount right in and with the wire harness from the SI it will work perfectly.
you can also look at the GSR (B18C1) which is close to the same price but will give you better torque for every day driving.

Also depending on which state you are in, if they do emissions testing you need to swap in an engine that is the same year or newer or they will reject you immediately.

thanks for the link, although i have already researched vtec technology it helped me further understand what i was getting into. I was wondering though whether or not that site http://www.nippon-motors.com/Performance%20Engines.htm was a reputable site and if its prices were good

and also what would be the "best for price" that would actually fit into my car without modifying much.

You looking to spend around $2500 for a full swap a GSR might be around $3000

what procedures would have to be done after swapping the engine and transmission for everything to run smoothly?
