The order is really up to your budget (as stated above) and your personal preferences. Most of the people here will tell you to get a nice spring/shock combo first. You might want an intake/exhaust first. It's really up to you.
If you want performance, save for an engine swap, intake, header, test pipe, exhaust, and some form of air/fuel tuning device.
If you want turns, a good shock/spring combo and sway bars will go a long way.
As previously mentioned, decide where you want to go first, then start to drop money. Trust me, you'll never get it back.

depends on your budget.
I just ordered a set of Omni coilovers (they come with the dampeners, as well). Those were $640 shipped...
Tein makes a set of coilovers with dampeners also, and those run in the $700's....
if you want adjustablility, Ground Control makes a good set of coilovers, but those don't include the dampeners. They're around $250ish. A great set of shocks/struts with those is Koni yellow's, but those alone are $500.
If you don't mind not being able to adjust your ride hight, some spring company's that are good at H&R, Neuspeed, or Tein (they make a set of springs, too).
Group Buy Center has a special going on where you can get a set of Tokico 1.5" springs and Tokico Blue's (non-adjustable shock/struts) for around $400.
