Default BOV noise

What would cause the BOV to make a fluttering noise. Also I have a drag 3 turbo kit on my 2000 civic ex. What RPM should it start to boost??

I think 2500 -3000 rpm. But im not 100% sure on that. The past 2 civics I have seen have started at around that range.

Check the manifold/turbo flange. Your turbo might be hitting the block and not sealing enough. Also check all couplers.
