Default Civic starts, but won't run

So a buddy of mine power washed the engine bay of his moms 95 civic dx, he's done it before on his accord several times so he knows what he's doing and what to cover up and what not. After he drove it home he put on new spark plug wires and once he tried to start it again it wouldnt start. He put on the original plug wires and it would start but only ran for about 30 seconds and then bogged down and died. He checked the distributor for moisture and it was completely dry. Neither of us can really think of anything else that could have gone wrong, maybe the rotor or cap need replacing? Anyone else have this problem or know what it would be caused by?

check the plugs, water couldve gotten into them.
