People say yes they are, I am not so much sure as brighter, witch they are, but they are blue - or white not a yellow colour tint that ours are. However, i dont know where you live but in CA the cops drop a bitch tit if they see them on a honda.

if you get a good "hid kit" that has been adapted correctly (well.. there's really no such thing but lets just say as correctly as can be), then you can guess what a kit will look like in your car by taking a look at what the lights looks like now. just imagine your lights 2.5 times brighter and a step up in terms of the light color (think yellow teeth vs white teeth).
snap a picture of your beam pattern (light pattern on the ground), then edit it so it's 2 times brighter and whiter(basically over saturate and rise the color temperature). that should give you an idea.

I have been using a Philips HID Kit for my Civic (Stock Housing) for 2 years now. I bought it on Ebay from Procarparts.com (Shitty Service).
But the H4 adapters that came with the kit are shitty, so I bought some Great Quality H4 Adapters from Caspers Electronics. Now the light patterns are corrected and really lights up the road not person in the car in front of me.
Check this site for HID ??? http://faq.auto.light.tripod.com/special-topics.htm
By the way, I have the 4300K bulbs, the 6000K bulbs are way too Blue for me and the Local Law Enforcement.
The best thing I like about HID, is how it lights up the road 10X brighter, just make sure you adjust them so it'll aim towards the road not upwards.
Also, make sure you stock housing are fairly new, not much wear otherwise the light will come out yellowish. I had the bought some new stock headlights (Ebay) before I installed mines. Good Luck.

This should pretty much answer your question, it's an OEM Acura TL-S H4 retrofit in my old 00 turbo EX.
Can silverstars do that? I think not, pardon the screwy beam pattern and uneven levels my driveway is slanted.

Oh yeah HID is not just changing the bulbs, you need a ballast/ignitor and wiring, not sure if u knew that...just clarifying
