Yes, it can be done, but you need the entire shifter mechanism from the prelude because preludes don't have a shift linkage. And if you don't get the shift mechanism from the prelude, you have to fab your own...

Also a whole new wiring harness needs to be made, but I'm pretty sure there are places that will do it for you.

Those two things, plus new mounts would get it in your car...

Been there done that along with many other people who have done the same swap so YES it can be done.

From my experience, I would recommend HASPORT for your mounts and your wire harness if you can't do it yourself... you send them the civic and prelude harness and they send you back a modified plug and play harness. With the mounts and the wire harness from Hasport, this swap is just as easy as any B swap but you will be better off putting the motor in from under the car by bringing the car down on top of it.

Any reputable place like hmotorsonline.com will send you everything you need for the swap like the ecu, shifter and cables, complete motor, wire harness, etc.

The motor is about the same price as a B18 so the only extra expense will be the mounts, wire harness, and slim fan for the radiator.

You'll be running 13's bone stock and kickin ass all motor.

To boost, unless you are modest... like 6-7 psi, you will have to build up the bottom end(sleeved, forged pistons and rods).
