b18b loves boost, that's why a lot of people get them.

I think in a race it would come down to the driver. I would personally rather have the b18b. h:

with my b16a I can hit the spec'd redline no problem and the engine doesnt even flinch, I love it ^_^

all motor b16 ls/vtec would be kinda neat... but all motor I would prolly go with a b18c5 or a h22. ^_^ (if I had endless money supplies..)

On all the dynocharts ive seen I have seen the powerband drop off pretty bad in the higher rpm's... On a b16a2 tho the powerband does not stop until redline. . .

i tend to think that the B16a would be a little faster (at least in a light car), but not much. With three people in the car, you'd be better off with the B18b. I personally prefer driving a car w/ torque over a car with high-end hp, but thats just me.
