Default Idle pulses

When i start my car, the idle pulses, between 1 and 2,000 rpms. Sometimes if i turn it off and wait ten seconds and turn it back on, it will stop, but not always. Its fairly cold outside so is that the reason, i really dont know? As I can tell its not effecting the car besides that. thanks for the comments-

Sounds like a vacuum leak. See if you can't find a hissing sound somewhere.
