I can hardly feel my vtec on my d16z6. I can't hear it either. I think you are probably fine.

Just install a mAd TIgHt vTEc lIgHt yO!

Honestly, I don't know what Vtec sounds like.. I've heard the high pitch scream from my friends RSX and an SI, but I remember hearing this high pitched noise coming down the road one day and my friend was like "Oh dAtZ dAt TyTe vTek yo!" and it was a older model dodge neon...

if you have a 97 civic, what happened to your y8? or do you have a 92-95 with the z6? and did you stroke it to 1.8 or did you "convert" it?

My engine seems underpowered to be supposedly 125hp. Its an AT so i know its not gonna be as great as a 5 speed. My 96 accord lx was faster than this and it was heavier with no vtec but about the same hp rating.
The 1993 Civic had 125 hp but only 106 ft-lbs of torque.
The 1996 Accord Non-Vtec had 130 hp with 139 ft-lbs of torque.....
The accord would have a much better, more powerful feel to it. Torque makes a BIG difference....
