Mine does not have that. Is it different on my photoshop? On mine there is a Laso in place of what you showed me.

hold down the lasso tool and a little menu should come up. then you can select the polygon lasso tool which is shown

i think u should put the rims aside and paint your car. And as for the rims, i would just re-chrome them.
