Default Factory brake pads

I recently bought some factory Honda brake pads from Irvine Honda for a 1996 Civic EX 2Dr and they only came with two shims. As far as I know, most cars contain four shims. Does anyone know if this is correct, or am I missing some shims. Thanks for your help.

you should have 4 shims altogether, but it is possible that civics came from the factory with only 2 shims, in which case, the shims would go on the streetside pads, not the inner pads touching the caliper piston........
