Probably a ridiculous question...
But I'll ask it anyway.
In the last couple weeks, at least one of my belts has been doing this constant whining sound (not from being loose) that seems to get louder when the engine is warm. All the belts look like they're just fine...could the sound still be from them, or could it be my timing belt?

The belts could still look ok and be glazed over. Rubber has oils in it and over time the oil seeps out through the pours of the rubber causing a dry surface. Therefore, most likely, causing your squeak. Change the belts and viola.
The timing belt has teeth on it. No squeaks from the timing belt.
