adjusting headlights

i have the drivers side perfect but i cant seem to get the pass. side down, its about 3 inches higher than the other side which is alot, i tried adjusting them but they wont go any further down. any suggestions?

you might have installed them wrong... loosen all screws and make sure its sittin right...
