Default Water Marks on WIndows, Need Help

I just got my 1993 4 door civic. From afar it looks great. But when you get close, you can see water marks all over the windows. It seems the prevoius owner didn't care for cleaning his windows. I tried washing them out and then I tried using windex. Nothing has worked so far.

Anyways, how can I get these water marks out?

spray a bunch of windex on the window and then from the top working down scrape the windex off with a razor blade...it is the same way they prep for window tint to make sure there is no shtuff on the windows...maybe a bit over kill but it will work fo sho....
