OEM is best. But this company has been making inexpensive filters for a while and is pretty good: http://www.hyfilters.com/index.html

Why would you want cheap? Even the good ones are cheap, so just get a good one instead of the cheapest one you find. I would only use one of two filters on any of my Honda's. OEM or HAMP (more expensive and bling bling OEM). www.jdmspecperf.com has the HAMP filters for $7 each under special/group buy.
The website I mentioned above did a teardown test of various oil filters, I will try to get that information soon.
Also, be careful where you purchase OEM Honda filters, I know there are fake ones circulating....
