cowl hood for eg?????/

look into a mugen type vent design. the vents are faced backwards towards the driver.... similar to how the Mugen Integra hood and bumper is designed. big opening in the front bumper pushes cold air in and hot air out the vents through the hood.
as for a hood cowl.... there's no intake box, throttle body, nor blower to force air into.... which does NOT equal more horsepower.

i sure hope you don't think that the colder the engine is going to be, the better your car is going to perform.
i also hope you realize there is something called Thermal Efficiency, where you want to minimize the amount of heat lost in your combustion chamber.
only time you would want cold air with your engine is the fuel mixture.
