of my car using photoshop, only used the "smart blur"

how do you do the cell shading stuff?

looks out of focus with that blur. I like the guasian blur or what ever it is called. Blur is good to give a softer look, but not to make pictures look out of focus.

path around the car with the polygonal lasso, select the background, and blur that a lot. then select the car and do what you want with it. it makes for a nice look.

i guess i was trying to make it look more like it was painted. is there another effect where i can make it look like an oil painting? sorry im PS illiterate.
