as for the blue/purple turning whiter/brighter, yes, it's normal. it's the warm-up stage.
ballasts are electrical transformers. so if you've ever walked under an eletrical pole on the street and hear a buzzing sound, well, your ballasts are just smaller versions so yes, they'll buzz/hum.
