Not exactly. Typically (in common usage) an exhaust manifold is solid cast and requires a downpipe while a header is made out of welded tubes that replace the manifold and the downpipe.

An intake manifold is an intake manifold. A throttle body is a throttle body. They are not the same peice, the throttle body bolts to the plenum (log looking part that the runners, in our case four, come off of) of the intake manifold.
